The Queens and Staten Island RABA is an in-depth examination of the obstacles preventing low- and moderate-income (LMI) residents and disadvantaged communities in these boroughs from benefiting fully from the green energy transition. Through public engagement, data analysis, and insights from Hub member organizations, the RABA report identifies systemic barriers that hinder access to green home energy upgrades, energy efficiency programs, and clean energy job opportunities for these communities.
Key findings include:
- Inadequate Incentive Programs: Current incentives often fall short of addressing the needs of LMI residents, leaving gaps in funding and resources for those most in need.
- Cultural Competency: The report highlights the need for programs and outreach strategies that are culturally relevant and responsive to the diverse communities in Queens and Staten Island.
- Support for Renters: A lack of tailored programs for renters limits the ability of many residents to make or access energy efficiency upgrades in rental properties, impeding equitable participation in clean energy initiatives.
This report is informed by robust public engagement efforts, including an online survey, focus groups, and interviews that connected with nearly 300 residents and community leaders across Queens and Staten Island. The research sheds light on the unique challenges and needs of these communities and explores potential solutions for making green energy accessible and beneficial to all residents.
