The OneLIC Neighborhood Plan

The OneLIC Neighborhood Plan passed on November 12, 2025 and is the largest neighborhood rezoning in the history of New York City. The plan will bring nearly 15,000 units of housing to Long Island City and includes nearly $2 billion in City investment across more than 40 commitments. These commitments span schools, infrastructure, open space, and other essential services.

History of Long Island City

Since the 1990s, land use changes in Long Island City have driven rapid residential growth without corresponding levels of public investment. Over time, this has led to a pattern of delayed or unmet commitments from the City, including schools, infrastructure upgrades, and other basic services.

In the past fifteen years, four rezoning efforts in LIC did not move forward. These plans failed to pair development with comprehensive, community-informed strategies to address existing neighborhood needs. Announced projects—including new schools, parks, and sewer infrastructure improvements—were not delivered. As a result, the neighborhood continues to face overcrowded schools, chronic flooding, overburdened open space, and a shortage of affordable housing.

OneLIC Oversight Task Force

The OneLIC Oversight Task Force has been convened to monitor the commitments included in the OneLIC rezoning. Residents and community stakeholders meet regularly with City agencies to track progress, gather updates, and share information publicly.

The Task Force is intended to support transparency and accountability in the implementation of the plan, with a focus on whether commitments are delivered on time and in line with what was outlined.

Pratt Center for Community Development facilitates the Task Force, supporting meeting coordination, strategic planning, and the development of its governance structure in collaboration with steering committee members.
