Building in Good Jobs: Linking Economic and Workforce Development with Real Estate-Led Economic Development

Report  |  May 4, 2009

This report suggests that without explicit efforts to link property redevelopment with efforts to put unemployed or underemployed people to work at family-supporting wages, the negative impacts of growth (displacement, housing cost appreciation) often affect the historically disadvantaged far more profoundly than its positive impacts do. As a result, the report focuses on three workforce linkage strategies: prioritize hiring of disadvantaged workers on real estate projects; connect development projects and job training opportunities; and establish goals and standards for job creation and job quality. These linkage policies can be harnessed to help people make a lasting exist from poverty.
